MULTNOMAH COUNTY ANIMAL SERVICES MUST BE REPLACED WITH A MODERN ANIMAL SERVICES AGENCY WHICH DEVELOPS AND MAINTAINS A STABLE AND SUSTAINABLE SOURCE OF FUNDING AND ENDS THE KILLING OF LOST AND HOMELESS DOGS AND CATS.

There is widespread citizen dissatisfaction with Multnomah County Animal Services.

As a publicly funded animal agency for lost, injured and homeless pets, it is failing the citizens and animals of Multnomah County.

It has never progressed from a traditional animal control agency, providing none of the lifesaving programs and services standard to the modern animal services model.

MCAS wastes millions of taxpayer dollars killing almost half of the animals it impounds. Under current management, it has killed more than 30,000 of our lost, homeless, neglected or injured dogs and cats.

This level of tax subsidized killing is inconsistent with our progressive, pet-friendly community.

As stated in the Executive Budget, Multnomah County Animal Services will get $5.3 million in 2012, an increase of $44,000 over its 2011 Budget.  Included in this total is $3.5 million from County taxpayers.

Yet, there will be no expanded or enhanced programs and services, no plans or projections for improved performance, NO REDUCTION IN KILLING.  In fact, written in the budget is a projection maintaining the same level of killing.

NO MORE DELAY!

Citizens want CHANGE and they want it today.  We want the same, sustainably funded, lifesaving public animal services agency which exists in many other municipalities in this country and beyond.
We will not be satisfied with a feasibility study or long range plan for a new shelter.  This will cost more money, time and lives.

CHANGE does not require a new building or more money. CHANGE involves a new model and new leadership.

WE WILL NOT GIVE UP, WE WILL NOT GO AWAY until our community has a modern public animal services agency which ends the killing of all healthy, treatable and manageable dogs and cats.

I AM HERE TO ASK THIS COMMISSION TO EXERCISE ITS AUTHORITY AND MAKE THIS HAPPEN TODAY!
